APPROVING THE PURCHASE OF SURVEILLANCE EQUIPMENT AND SUPPLIES ASSOCIATED WITH THE DEVELOPMENT OF COMMUNITY POLICING INNOVATIONS CONSISTENT WITH SECTION 163.387(6)(C), FLORIDA STATUTES

BACKGROUND: The City of Margate Police Department wishes to purchase surveillance equipment, traffic cones and message boards to further enhance safety and security within the MCRA. As outlined in the memorandum dated April 16, 2025 (copy attached) surveillance equipment, including high-resolution cameras, monitoring systems, and automated license plate readers (LPR) would be purchased as well as a mobile surveillance trailer. Also included are several traffic control devices such as message boards and traffic cones and a trailer to transport these items. The estimated cost for all the equipment is $174,140.84.
Florida Statute Chapter 163.360(c), states the community redevelopment plan shall give "due consideration to the utilization of community policing innovations, and to the provision of adequate park and recreational areas and facilities that may be desirable for neighborhood improvement, with special consideration for the health, safety, and welfare of children residing in the general vicinity of the site covered by the plans."
The MCRA Redevelopment Plan defines this objective in Part 3/Plan Goals and Objectives, Goal IV - Continue to provide for the public health, safety, morals, and welfare of the community (page 26) which states, "The Agency will work with the City Police and Fire Departments to implement community policing innovations within the Redevelopment District as defined by the Redevelopment Act, including initiatives such as community mobilization..."
