BACKGROUND: The MCRA wishes to replace the natural grass on three open air ballfields with artificial turf at the Margate Sports Complex where the Covered Sports Field was opened in September 2021. The existing surface water management system at the Sports Complex was originally permitted in the early 1990's and no longer meets current permitting standards. Due to the complexity and unknowns associated with permitting turf fields through Broward County and Cocomar Water Control District, a feasibility study was completed in September 2025. The purpose was to evaluate and determine the improvements required to the drainage system to accommodate the turf fields. The report indicated that modifications would be necessary to a perimeter berm as well as the construction of additional retention area and drainage pipes.

Request For Qualifications No. 2026-01 was issued for proposals from vendors for the design/build for artificial turf fields at the Margate Sports Complex. Eight responses were submitted for consideration. After review, the Selection and Evaluation Committee (SEC) short-listed the eight companies down to three and invited them back to do a presentation in mid-January. The results of the SEC's final ranking of the companies are shown below:
