ORDINANCE - AMENDING CHAPTER 30 PERSONNEL; SECTION 30-23 COVERED PERSONNEL; SECTION 30-42 EXAMINATION PROCEDURE; SECTION 30-43 EXAMINATION AND ORAL BOARD RATINGS; SECTION 30-49 ADDITIONAL REQUIREMENTS AND POINTS FOR POLICE, PROMOTION; PROVIDING FOR PROMOTION PROCEDURES AND REQUIREMENTS FOR POLICE PERSONNEL; PROVIDING FOR SEVERABILITY; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE.
BACKGROUND: A committee was established to improve the Margate Police Department promotional process. The panel constructed a process that sets a standard where the most qualified candidate is selected based on aptitude, abilities, and professional achievements. This addresses qualifications and identifies disqualifiers based on the candidates’ work history. Prior to constructing the process, the committee reached out to other agencies to research their processes. Additionally, the committee researched companies that provide independent promotional assessments. The committee also polled the sworn members of our department to receive feedback on what they considered the primary issues that had a negative impact on previous promotional processes and sought their feedback on how to resolve those issues.
RECOMMENDATION: For approval.
