FOR BID NO. 2025-013 - AGGREGATES, TOP SOILS, AND SANDS (CO-OP BID); PROVIDING FOR REBID AT A FUTURE DATE; APPROVING A SPECIAL 45-DAY EXTENSION OF BID NO. 2022-006 FOR THE SAME PRODUCTS, AWARDED UNDER RESOLUTION 22-072, UNTIL DECEMBER 29, 2025, OR UNTIL A NEW SOLICITATION IS RELEASED AND AWARDED; WHICHEVER OCCURS FIRST; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND:
With the City of Margate acting as lead agency for the Southeast Florida Governmental Cooperative Purchasing Group, staff advertised for Bid No. 2025-013 - Aggregates, Top Soils, and Sand. Only one bid response was received. That bidder did not bid all products for the eight (8) South Florida geographic zones that represent all participating agencies.
Staff desires to resolicit for bids on these products with a more directly targeted invitation to known suppliers in the area. The expectation of rebid is the realization of greater interest and response.
The single bid document received has not been included as part of the background public record as provided for in s. 119.071(2) of the Florida Statues.
s. 119.071(2): If an agency rejects all bids, proposals, or replies submitted in response to a competitive solicitation and the agency concurrently provides notice of its intent to reissue the competitive solicitation, the rejected bids, proposals, or replies remain exempt from s. 119.07(1) and s. 24(a), Art. I of the State Constitution until such time as the agency provides notice of an intended decision concerning the reissued competitive solicitation or until the agency withdraws the reissued competitive solicitation. A bid, proposal, or reply is not exempt for longer than 12 months after the initial agency notice rejecting all bids, proposals, or replies.
