AND THE NORTHWEST FOCAL POINT SENIOR CENTER DISTRICT; PROVIDING TO INCREASE THE CONTRACT AMOUNT BY $14,750.60, TO INCREASE THE LEVEL OF SERVICES ACCORDINGLY AND PROVIDING TO AMEND LANGUAGE OF SAID CONTRACT.

BACKGROUND: Contract JA114-08-2014, between the Areawide Council on Aging of Broward County, Inc. (hereinafter "Council") and the Northwest Focal Point Senior Center, provides funding for the NWFP Senior Center to plan, promote, and to provide services and activities for elderly people in Broward County, and to encourage participation and involvement of volunteers, professionals, and all other persons interested in the well-being of seniors.
 
The following is a summary of the changes provided for by the proposed contract Amendment:
1.      An increase in funding from $245,298.00 to $260,048.60
2.      Addition of the Mission Statement of the Council
3.      Ineligibility of companies on the Scrutinized Company list to enter into contracts of $750,000.00 or more and providing for updated form - "Certification Regarding Scrutinized Companies Lists".
4.      Incorporation of Memoranda, from the Chief Financial Officer of the Department of Financial Services, to provide for implementation of grant contract procedures to meet amended State Statutes. Clarifying meeting the "Council's standard" for performance achievement strategies
5.      Requiring a contract amendment for any changes in the amount of federal or general  revenue funds.
6.      Providing that, if the Contractor (NWFP) has a surplus of 1% or more at the end of the contract term, the Council may reallocate 1% of the carry forward amount to a different contractor during the next contract term.
7.      Providing for budget revision submission deadline of no later than December 31, 2014.
8.      Providing for a penalty of 1% of the monthly value of the service funds for each day the Corrective Action Plan ("CAP) is overdue.
9.      Providing for the web address for the Council's handbook.
10.      Amending the form, "Verification of Employment Status Certification", to require subcontractors to utilize Homeland Security's E-verify system to verify employment eligibility of employees hired by the subcontractor.
 
RECOMMENDATION: Approval
 
FISCAL IMPACT: Increase of funds by $ 14,750.60 from $245,298.00 to $260,048.60
