BACKGROUND:            In Fiscal Year 2014, the City of Margate submitted one project to the State Legislature for appropriation consideration. Phase I of the Sewer Piping Rehabilitation Project received $100,000 as part of the State's 2014-2015 General Appropriations Act. In preparation for the 2015 State Legislative Session, City staff has identified and already submitted two (2) projects in which it would like to seek appropriations from the State Legislature to fund in part or whole. In working with the City Lobbyist, staff has identified additional potential projects in which it would like to seek appropriations from the State to fund in part or whole. Once more information on the legislative application process is available; City staff will determine which projects are eligible and apply for funding for those projects accordingly. Based on initial information provided by the State Legislature, the City has identified six (6) potential projects summarized below:
·      City Hall Window Replacement: The City is requesting funding to replace windows at City Hall with impact-resistant glass to enhance the energy efficiency, safety and hurricane resistance of the facility. This project is budgeted in FY 2015.
·      Fire Rescue Station 58 Replacement: The City is requesting funding to design, permit, demolish the existing structure, and construct a replacement Fire Rescue Station 58. Fire Rescue Station 58 was constructed in 1974 by the members of the former volunteer fire department. Based on a life cycle review, the station is reaching its end of useful life. This project has been programmed in the FY 2015 Capital Projects Program for FY 2017.
·      Fire Rescue Station 18 Re-Roof: The City is requesting funding to replace the existing roof with a reflective membrane roof which will serve to increase the energy efficiency of the building, and thus reducing energy costs. The Margate Fire Rescue Station 18 roof is 25 years old and at the end of its serviceable life. This project has been programmed in the FY 2015 Capital Projects Program for FY 2016.
·      Thermal Imaging Cameras: The City is requesting funding to replace its thermal imaging cameras which is uses to view through smoke to see the heat image of either the fire or a victim. This allows the Fire Department to more quickly find the heart of the fire or find victims.  This project is expected to be requested in the FY 2016 budget.
·      Autopulse Devices: The City is requesting funding to replace its autopulse devices. These are a mechanical devices used during cardiac arrest rescues to perform chest compressions accurately and systematically. This project is expected to be requested in the FY 2016 budget.
·      Air Compressor and SCBA Fill Station: The City is requesting funding to replace its air compressor and SCBA fill station. This item fills the Fire Department's breathing apparatus used by fire personnel to breathe during and inside a fire. The current device was purchased 26 years ago and the compressor has been rebuilt twice since then. This project is expected to be requested in the FY 2016 budget.
 
 
RECOMMENDATION:      Approval for submission of the above listed potential projects to the State Legislature for state appropriation consideration and authorization for the City Manager to revise and prioritize the projects to be submitted based on project funding and eligibility parameters as set by the State Legislature or based on the recommendation of the City's lobbyist.
 
FISCAL IMPACT:      None at this time.
