MOTION TO APPROVE ADVERTISING REQUEST FOR PROPOSAL (RFP) 2015-010 - GARBAGE AND RECYCLING COLLECTION SERVICES.

BACKGROUND: The City's current franchise agreement with Waste Management for garbage and recycling collection services is set to expire on November 30, 2015. On April 15, 2015, the City Commission directed staff to prepare an RFP to solicit proposals from hauling contractors. As a result, staff prepared the attached RFP for City Commission approval. The following service options, previously approved by the City Commission, have been incorporated into the RFP:
* Garbage Carts with Size Options
* Pay-As-You-Throw Garbage Carts
* Recycling Carts with Size Options
* Bulk Waste Options:
* Weekly Commingled Bulk Waste
* Weekly Separate Yard Waste and Weekly Separate Bulk Waste
* Weekly Separate Yard Waste and Monthly Separate Bulk Waste
* Separate Multifamily Garbage Rate (Includes Monthly Bulk)
* Increased Minimum Recycling Capacity for Multifamily
* Owner-Occupied Multifamily Included in the Franchise
* Owner-Occupied Multifamily Not Included in the Franchise (Community Option to Join)
* Monday through Saturday Service
* Six Year Initial Term with Four Optional Two Year Renewals
* Supplemental Bulk Rate
* Maximum Commercial Recycling Rate
* Recycling Rewards to Include Multifamily
* Hauling Contractor Incentive Program
* Garbage, Recycling, and Portable Toilets at up to 12 City Events Per Year
* A minimum of two Household Hazardous Waste (HHW) Events Per Year to Include Document Shredding
* Annual Educational Notice
* Up to 40 Hours of Assistance at Events
* Franchise Fee
* Solid Waste Activities/Staffing
* Special Activity Fund/Scholarship Program
RECOMMENDATION: Approve
FISCAL IMPACT: To be determined as part of the evaluation of RFP responses.
