APPROVING THE WAIVING OF BIDDING FOR THE SOLE SOURCE PURCHASE OF THREE (3) EATON S11 SOFT START MOTOR CONTROL CENTERS, START UP ENGINEERING SERVICES, AND A 3-YEAR EXTENDED WARRANTY FOR EACH UNIT FROM HD SUPPLY POWER SOLUTIONS, IN AN AMOUNT NOT TO EXCEED $43,164.00 FOR THE DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES; PRICE INCLUDES SHIPPING.

BACKGROUND: The Department of Environmental and Engineering Services (DEES) budgeted for the purchase of Eaton motor control centers and associated services, to replace existing obsolete soft start motor controllers. The existing controllers were installed in the 1980s and repair parts are unavailable. Two of these units have been replaced in the past and this purchase will replace the last three. Soft start controllers provide a controlled start and stop for motors reducing high inrush current and pressure surges with pumps. These soft starts are used to control the effluent pumps at the wastewater treatment plant.
The Eaton S11 soft start motor control center is manufactured by Eaton Corporation. HD Supply Power Solutions of Pompano Beach is the sole authorized and certified distributor of the Eaton S11 soft start product series in Broward County, Florida (refer to attached sole source letter and quotation). Staff reviewed similar products and the price quote from HD Supply was less expensive. Also, the Eaton S11controller exceeded the specifications of the other manufactures' products within this price range.
Staff is recommending that the Commission waive bidding and approve the sole source purchase of the Eaton soft start motor control center and associated services from HD Supply Power Solutions in an amount not to exceed $43,164.00.
