RESOLUTION APPROVING CRA CONSULTING AND MANAGEMENT AGREEMENT WITH REDEVELOPMENT MANAGEMENT ASSOCIATES LLC (RMA)

BACKGROUND:                                          

 

Redevelopment Management Services LLC (RMA) has been under contract to provide management and consulting services to the MCRA since September 2013.  A new Agreement with an effective date of October 1, 2015 is attached for board consideration. 

 

The Agreement includes additional staff to manage capital projects, administrative duties, and increased marketing efforts.   The CRA Coordinator position that was previously a City employee is now filled by an RMA staff person.  A Project Engineer position is being added to assist in the implementation of capital projects throughout the CRA district but especially focusing on the public components of City Center.  Additional marketing staff hours are also included in order to continue with the program of events, local business assistance, and increased exposure at conferences and workshops.

 

The Agreement also includes a budget for updating the CRA Plan.  The Plan has not been updated since 2009, therefore it will be necessary to amend it to reflect current conditions, activities and operations.

 

RECOMMENDATION:                     

 

Approve the Master Consulting and Management Agreement with Redevelopment Management Associates LLC.

 

FISCAL IMPACT:  Amount will vary depending upon additional services utilized; maximum contract amount is $692,000; funds will be available in FY 2016 budget.
