APPROVING AN “AGREEMENT FOR SCHOOL CROSSING GUARDS SERVICES” WITH STAFFING CONNECTION/ACTION LABOR MANAGEMENT, LLC TO PROVIDE SCHOOL CROSSING GUARD AND SUPERVISORY SERVICES; PROVIDING FOR INITIAL TERM; PROVIDING FOR RENEWAL WITHOUT FURTHER COMMISSION ACTION.
BACKGROUND:
The privatization of the City of Margate Crossing Guard Program has numerous benefits to the City. Currently, the City is responsible for maintaining and administering the program. Approximately 10 percent of a Police Sergeant’s and approximately 15 percent of a Police Traffic Officer’s responsibilities are dedicated to the administration of the Crossing Guard Program which includes mainly supervision and training but also includes conducting administrative responsibilities such as scheduling and payroll. Additionally, we currently employ no back-up crossing guards and are in fact two crossing guards short of our operating minimum. The current staffing level of the crossing guard program requires the use of Code Compliance Officers, Community Service Aides and Police Officers to fill vacancies on crossing guard posts when current guards miss their posts. Additionally, these personnel are being utilized to fill posts left vacant by guards who have left employment with the City.
The privatization of the program using Staffing Solutions will alleviate these issues in a cost effective manner. All training, supervision, staffing and administration of the Crossing Guard Program will be handled by Staffing Solutions to include vacant posts. The crossing guards will be properly equipped by Staffing Solutions as well.
Crossing Guards that have been employed by the City will all be given first opportunity to apply for a post assignment with Staffing Connection and considered first to fill all post assignments within the City of Margate. Recruiting and training for any open posts will take place within the City of Margate.

RECOMMENDATION: For approval.
FISCAL IMPACT: $17.95 hourly rate for crossing guard and supervisory services.
$125,000 has been budgeted for FY 2016 for crossing guard services
