DISCUSSION RE: FAÇADE IMPROVEMENT GRANT PROGRAM GUIDELINES

BACKGROUND:                                          

 

The MCRA has received an inquiry from Abundant Life Christian Academy, a private nonprofit school on Banks Road, regarding the Commercial Property Façade Improvement Grant Program.  The Academy is planning to make some exterior repairs to their building (i.e awning, signage) and inquired as to their eligibility for a matching grant.

 

The program guidelines state that eligible properties must be “a commercial property (i.e. retail, restaurant, office, service, mixed use)” - there is no reference to schools or nonprofit organizations.  Staff is not aware of any schools receiving funding from this program in the past, however, a grant was allocated to at least one nonprofit tenant (Goodwill) for their retail store.  It is also noted that the Stage Door Theater, which is also a nonprofit organization, has inquired about a grant.

 

The grants are intended to improve the outside appearance of properties as well as encourage additional private investment in the CRA district.  The language in the CRA Plan regarding the program states that “The program assists property owners to enhance the visible street appearance of their property” and notes that the program has been successful in encouraging improvements to private buildings and landscaping.  It does not specify commercial, residential, not for profit, etc. 

 

At this time staff is seeking direction regarding the application of the program to nonprofits in general, and in particular to a school.

 

 

RECOMMENDATION:  Discuss and provide direction.
