BACKGROUND:                     The Department of Environmental and Engineering Services (DEES) is requesting approval for waiving of bidding and for a License and Warranty Agreement with Zenner USA (Zenner) to convert the City’s existing water meters to a fixed network Automatic Meter Reading (AMR) system.  Currently, approximately 24% of the City’s meters are equipped with Datamatic AMR units which transmit data that can be read remotely from a vehicle.  The remaining meters are read manually.  The agreement will provide for conversion of the existing AMR units and the manually read meters to a fixed network.  With a fixed network, meter data is transmitted directly to a server, which is subsequently used to generate water bills. 

 

Attached is a memorandum from DEES with additional background information including the evaluation of Zenner system with a pilot study; advantages of converting to a fixed network system; cost savings related to meter reading; implementation schedule; and estimated costs for the conversion.

Phase I Deployment:  $313,763

Phase I Annual Maintenance:  $7,818.96

Phase II:  $500,000 (FY 2017)
