REJECTING BID RECEIVED FOR BID NO. 2016-001 AERIAL UTILITY CROSSING REHABILITATION FOR THE DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES; PROVIDING FOR REBID OF PROJECT AT A FUTURE DATE.

BACKGROUND: This project was first bid in 2015 as Bid No. 2015-007 - Aerial Utility Crossing Rehabilitation and Replacement. There were no bids received. City staff obtained feedback from contractors who had requested specification packets but did not bid. Based on the information obtained, changes to the scope of work were made and the project was rebid as Bid No. 2016-001. The cost estimate from the consultant was $286,200 for the rebid of the project.
Only one bid was received in response to Bid No. 2016-001 from Atlantic Painting & Sandblasting in the amount of $709,200. Based on the evaluation and review of the bid by staff (refer to attached memo from Mr. Kelly McAtee, P.E., Engineering Manager) it was determined that the bid was over budget and not in line with recent awards made by other local municipalities. Mr. McAtee recommends that the bid be rejected, and the project rebid at a future date.
Purchasing concurs with this recommendation, and requests that this item be placed on the agenda of 3/2/16.
Note: If an agency rejects all bids, proposals, or replies submitted in response to a competitive solicitation and the agency concurrently provides notice of its intent to reissue the competitive solicitation, the rejected bids, proposals, or replies remain exempt from s. 119.07(1) and s. 24(a), Art. I of the State Constitution until such time as the agency provides notice of an intended decision concerning the reissued competitive solicitation or until the agency withdraws the reissued competitive solicitation.
