APPROVING WAIVING OF BIDDING FOR THE FIRE DEPARTMENT FOR THE SOLE SOURCE PURCHASE OF FIVE (5) AUTOPULSE AUTOMATED CARDIO-PULMONARY RESUSCITATIVE DEVICES FROM ZOLL MEDICAL CORPORATION; PROVIDING FOR PURCHASE OF A 2-YEAR WARRANTY FOR ALL NEW DEVICES; DECLARING FOUR (4) EXISTING AUTOPULSE DEVICES SURPLUS; AUTHORIZING THE SURPLUS DEVICES TO BE UTILIZED AS TRADE-INS TOWARD THE PURCHASE OF THE NEW DEVICES; PROVIDING FOR A TOTAL AMOUNT NOT TO EXCEED $54,625.00

BACKGROUND: The Margate Fire Rescue Department budgeted for replacement of the existing Zoll AutoPulse Automated Cardio-Pulmonary Resuscitative devices. Attached is a quotation from Zoll, in the amount of $46,975.00, which includes an $8,000.00 ($2,000.00 per unit) trade-in credit for four (4) of our existing AutoPulse units (summary list attached). Zoll is the sole source provider for these devices (please refer to the attached sole source letter). The Fire Department has a combined total of nine (9) AutoPulse devices currently. These devices will enable us to continue giving the proper care and minimize risk of injury from performing CPR in a moving unit. Our current units have served us well but they have reached their life expectancy and the newer units are lighter and have updated electronics and firmware.
In addition to the $46,975.00 net purchase cost for the new Zoll AutoPulse units, we wish to purchase a 2-year extended warranty for each unit at a cost of $1,530.00 per unit. A separate quotation for the 2-year extended warranty purchase for all five (5) new units in the amount of $7,650.00 is attached.
Based on the above, the Fire Department is recommending that the Commission waive bidding, declare surplus the four (4) existing Zoll AutoPulse units identified on the attached list, approve their trade-in, and approve the sole source purchase of five (5) new Zoll AutoPulse Automated Cardio-Pulmonar...
