BACKGROUND:                     Information Technology provides a backbone service to which every department depends on. There has been a shift in City-wide applications over the past four years which has led to an increase in demand on Information Technology services and staff.  With the recent vacancy in the Systems Analyst position within the Information Technology Department, Staff has the following recommended change to fill the vacancy with two (2) positions, increasing total staffing of the Information Technology Department from five (5) to six (6) positions:
