A RESOLUTION OF THE MARGATE COMMUNITY REDEVELOPMENT AGENCY, AUTHORIZING AN AMENDMENT TO THE AGREEMENT BETWEEN KIMLEY-HORN & ASSOCIATES, INC. AND THE MARGATE COMMUNITY REDEVELOPMENT AGENCY FOR CIVIL ENGINEERING SERVICES.

BACKGROUND: In 2012, the CRA signed a continuing services contract for engineering/planning services with Kimley-Horn & Associates. The initial term of the contract was for three (3) years with an option to renew for two (2) additional years.

In 2015, instead of automatically renewing the agreement with Kimley-Horn, staff opted to issue a Request For Qualifications to solicit proposals from multiple engineering firms in order to address all of the public projects outlined in the CRA's five-year plan. In March 2016, the CRA approved entering into agreements with two (2) new firms selected through the RFQ process.

Kimley-Horn is currently overseeing several ongoing projects that are in different phases of completion, including Copans Road Median Improvements, Melaleuca Sidewalk and Landscape Improvements and the City Center Stormwater Permit. Although the CRA has contracted with two additional firms, there is no exclusivity for services in the agreements that would preclude the CRA from retaining Kimley-Horn for the remaining two (2) years of their agreement. Since it would be in the best interest of the CRA for the current engineer of record to finalize these projects, staff is recommending exercising the option to renew the agreement and retain the services of Kimley-Horn until the end of the term of their original agreement ending November 19, 2017.

RECOMMENDATION: Approve renewing the Agreement between Kimley-Horn and Associates, Inc., and the Margate Community Redevelopment Agency until the end of the term of the agreement of November 19, 2017.
