APPROVAL OF TEMPORARY USE AGREEMENT BETWEEN THE MARGATE COMMUNITY REDEVELOPMENT AGENCY AND THE MARGATE WATERFRONT FOUNDATION

BACKGROUND: Margate Waterfront Foundation is a Federal 501(c)3 organization that promotes recreation, beautification and education on Margate Waterways. The Foundation has submitted an application to hold a community event called Margate Waterfront Days on CRA - owned property located at 1000 North State Road 7 (former Swap Shop property). The event will include live entertainment, food vendors, amusement rides and arts and craft vendors. The Margate Waterfront Days event will also feature the 2nd Annual Miss Margate Pageant and the 2nd Annual Margate Talent Show. The Foundation is requesting to use the property from Thursday, November 10, 2016 through Sunday, November 20, 2016 (10 days) which includes set-up and breakdown. Margate Waterfront Days is scheduled to operate Monday through Friday 5 p.m. - 11 p.m.; and Saturday through Sunday 5 p.m. - 12 a.m.

The fee for the use of the property for the days requested is $5,000.00. The applicant has requested that the property fees be waived, as well as the City's charge for the use of the stage. The CRA does not have the authority to waive the stage fees. Regarding the property fees, the policy recently adopted by the board states the following:

Fee Reductions and Waivers for One Day Events:
The CRA Board may grant a reduction or waiver of fees upon written request by the sponsor and based upon the following considerations:

* The event is for one day only.
* The event is sponsored by an entity other than a for-profit business, provides a specific community benefit (i.e. food bank, youth group, etc.), and is consistent with the CRA's economic development and revitalization goals.
* The sponsoring organization demonstrates that paying the fee would create a hardship and detract...
