BACKGROUND: The City Commission previously passed Ordinance No. 2014-9 on December 17, 2014, setting the purchasing threshold for authorization by the City Manager at $50,000 and for Commission approval for contracts that exceed $50,000 (copy attached).

City Code Section 2-25(b) - Nonapplicability to cooperative bidding with other governmental agencies, provides for an exception to bidding for purchasing pursuant to cooperative bidding or in conjunction with any other governmental agency. The exception was not taken into account in the language in Ordinance No. 2014-9 when setting the $50,000 purchasing threshold. An updated ordinance is attached for consideration by the City Commission which provides for the $50,000 purchasing threshold to not apply to purchases made in accordance with the above Code Section.

The new proposed Ordinance also includes language included in City Code Section 2-25 referring to purchases for "projects, supplies, materials, or equipment" and adds language to indicate that the notification to the Commission applies to "individual" expenditures for expenditures above $25,000 and not exceeding $50,000. The new proposed ordinance will provide for the City Manager to authorize contracts and contracts for bid awards (for projects, supplies, materials, or equipment) that do not exceed the $50,000 threshold. (City Code Section 2-25 provides that "All contracts governing bid awards shall be approved by the city commission."
