AWARDING CITY HALL SECURITY ENHANCEMENT PROJECT TO SHIFF CONSTRUCTION AND DEVELOPMENT, INC. BASED ON THEIR NATIONAL JOINT POWERS ALLIANCE (NJPA) COOPERATIVE CONTRACT NUMBER FL06-022912-SCD, UTILIZING THE COOPERATIVE'S JOB ORDER BOOK PRICING CONTRACT NUMBER 071415-GGI AWARDED TO THE GORDIAN GROUP, INC., NOT TO EXCEED $41,780.

BACKGROUND: This resolution awards the City Hall Security Enhancement Project to Shiff Construction and Development, Inc. in an amount not to exceed $41,780. The project will construct additional security measures on the first and second floors of City Hall.
Pricing for this project has been acquired by means of a competitively bid job order contract through the National Joint Powers Alliance (NJPA) cooperative contract program. The City of Margate is a member of the NJPA cooperative, which leverages the national purchasing power of more than 50,000 member agencies while also streamlining the required purchasing process. NJPA contracts are established by means of competitive solicitations. The specific NJPA contract recommended for this project is awarded through The Gordian Group. The City and other cooperative members, through the awarded primary vendor, are able to solicit prequalified and awarded contractors who will perform work at prices based on an established unit price book pricing plus the contractor's bid submitted coefficient. Job order pricing varies by contractor based on the individual coefficients added to unit book pricing for the varied services needed for a particular job.
Shiff Construction was selected to provide pricing for our project by the Gordian Group as the next contractor in their contractor rotation schedule.
Shiff Construction has agreed to hold pricing they previously submitted prior to the most recent rate increase.
RECOMMENDATION: Approve
