Title

APPROVAL OF TEMPORARY USE AGREEMENT BETWEEN THE FRATERNAL ORDER OF POLICE LODGE 75, INC. AND THE MARGATE COMMUNITY REDEVELOPMENT AGENCY

Body

BACKGROUND:                     The Fraternal Order of Police Lodge 75, Inc., is a Federal 501(c)3 non-profit organization that organizes fundraisers to benefit the local police union and local kids programs within the City of Margate. The organization has submitted an application to hold a multi-day event to raise funds for a new marquee for Margate Elementary and local programs within the City of Margate. The organization is requesting the use of the CRA’s property located at 1000 N. State Road 7 on Thursday, September 1st through Sunday, September 11th, 2016 (11 days) which includes set-up and breakdown. The event will include amusement park rides, food vendors, arts and craft vendors. The event is scheduled to operate Mon - Thurs 5 p.m. - 11 p.m.; and Sat - Sun 12 p.m. - 11 p.m.

The amusement rides provider (Hildebrand Rides) will be required to provide proof of insurance prior to the event.

The fee for the use of the property for the requested days is $5,000. The applicant has requested that the fee be waived so that all of the funds can be applied to the school improvements.  The board recently adopted provisions for waiving or reducing fees for one-day events, however there is currently no waiver provision for multi-day events.  If the board wishes to amend the policy again to address multi-day events, that should be done prior to considering this request.

RECOMMENDATION:                     Approve the Temporary Use Agreement with the Fraternal Order of       Police Lodge 75.

FISCAL IMPACT:                     Per the CRA’s event policy, a fee of $5,000 will be received for this ten (11) day event. The CRA will be reimbursed for any electrical usage.
