BACKGROUND:

In January 2015, under Bid No. PD-14-11, the Pembroke Pines Police Department sought and received competitive bids for equipment and awarded a bid to the low bidder Florida Gun Center, Inc. Florida Gun Center, Inc. has agreed to extend the Pembroke Pines bid pricing to the Margate Police Department. Florida Gun Center, Inc. also agrees to provide $150.00 trade-in credit for each rifle being declared surplus by the City.

The cost for the weapons and necessary ancillary items from Florida Gun Center, Inc. is $30,524.85 less $2,100.00 trade-in credit for a net total of $28,424.85. Comparative quotes were obtained from two other local vendors. Lawmen's and Shooters' Supply, Inc. provided a quote of $36,840.45 for the same items. SRT Supply provided a quote of $37,058.75 for the same items.

Due to recent national tragedies and the trending supply shortage of these weapons and ancillary items, it is recommended to purchase the weapons utilizing the Pembroke Pines bid and waive bidding for the ancillary items as these prices are expected to increase.

Due to the law enforcement need for this equipment, and absent appropriate authorized budgetary funds, I am respectfully requesting to fund this acquisition via the Law Enforcement Trust Fund Account.

This acquisition is an appropriate expenditure under permissible usage of equitable shared funds that are necessary to perform official law enforcement operations.

RECOMMENDATION: Approve
