APPROVAL OF TEMPORARY USE AGREEMENT BETWEEN MARGATE COMMUNITY REDEVELOPMENT AGENCY AND THE COCONUT CREEK/MARGATE RELAY FOR LIFE

BACKGROUND: The Coconut Creek/Margate Relay For Life has submitted an application to hold a Car & Craft Show on the CRA-owned property at 1000 North State Road 7 (former Swap Shop property) from December 2, 2016 through December 4, 2016 which includes time for set-up and breakdown of the event.
The one-day event is scheduled for Saturday, December 3, 2016 from 11:00am to 4:00pm and features a car show, craft/business vendors, live entertainment, raffle/silent auction, food vendors and potentially bounce house(s) and inflatables. They anticipate participation of 100+ cars and vendors for the event.
The Coconut Creek/Margate Relay for Life, is a volunteer organization which plans to donate all proceeds of the event to The American Cancer Society and is actively seeking sponsorships to cover event costs. As part of the application, the Organization is requesting the MCRA consider waiving the fee for use of the property which is $1,071.42 (prorated less than 7 days) and in turn, they will recognize the MCRA as "Category Sponsor" of the event.
The event policy states the CRA Board may grant a reduction of waiver of fees upon written request by the sponsor 1) if the event is for one day; 2) if the event is sponsored by an entity other than a for-profit business; and 3) the sponsor demonstrates paying the fee would create a hardship and detract from the objective of the event.
RECOMMENDATION: Approve the Temporary Use Agreement with the Coconut Creek/Margate Relay for Life and consider the request to waive the fee for the use of the property.
FISCAL IMPACT: Per the CRA Event Policy, the CRA would receive $1,071.42 for use of the property unless waived by the Board.
