A RESOLUTION OF THE MARGATE COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN PE SERVICES, LLC AND THE MARGATE COMMUNITY REDEVELOPMENT AGENCY FOR THE MELALEUCA DRIVE IMPROVEMENT PROJECT.

BACKGROUND: At the June 2015 meeting, the Board approved doing improvements on Melaleuca Drive from Atlantic Boulevard to NW 9th Court. Located within the TOC area, and immediately adjacent to the City Center project, Melaleuca Drive currently has limited sidewalks, street lights and minimal landscaping with significant pedestrian traffic, especially during the school year.

Staff tasked Kimley-Horn and Associates to design the improvements to Melaleuca Drive including completion of the sidewalk network on both sides of the street, irrigation, planting of trees and shrubs for beautification purposes and the addition of street lighting where needed on existing standard FPL light poles. The Board approved the conceptual plans with minor revisions at the February 10, 2016 meeting. After approval, the immediate residents and/or property owners were notified of the project and provided an opportunity to view the drawings in person or online to provide input. Only one person responded, and the comments were positive.

On July 11, 2016, the Purchasing Division issued Bid No. MCRA 2016-08 with a closing date of August 10, 2016. Two bids were received as follows:

Interstate Construction: $393,691.80
PE Services LLC: $352,226.00

Kimley-Horn evaluated the bids and recommends the lowest bidder, PE Services, LLC for the project. The anticipated cost of the improvements is $352,226.


RECOMMENDATION: Approve entering into an agreement with PE Services, LLC for the Melaleuca Drive Improvement Project in the amount of $352,226.
