APPROVING WAIVING OF BIDDING FOR THE SOLE SOURCE PURCHASE OF ONE (1) POWER-LOAD COT FASTENING SYSTEM, FROM STRYKER; PROVIDING FOR SYSTEM INSTALLATION FROM TEN-8 AS THE ONLY MANUFACTURER RECOMMENDED INSTALLER IN THE LOCAL AREA; PROVIDING FOR ADDITIONAL ASSOCIATED MAINTENANCE WORK BY TEN-8; PROVIDING FOR RETROACTIVE APPLICATION.

BACKGROUND: The City was awarded the 2014 Assistance to Firefighters Grant (AFG) funding from the US Department of Homeland Security and Federal Emergency Management Agency (FEMA) which included funding for six (6) power-load cot fastening systems. This equipment lifts patients automatically, eliminating the need for firefighters to rely on brute strength. The Fire Department acquired one (1) additional power-load cot fastening system. This system has been installed in one of the reserve units so that this unit is outfitted with the fleet’s standard technology in the event this unit functions as a frontline vehicle.
Stryker is the sole source manufacturer of power-load cot fastening systems. This stretcher system lifts and lowers the cots into and out of the ambulance, reducing spinal loads and the risk of cumulative trauma injuries. The power-load cot fastening system was installed by Ten-8 Fire Equipment, which is located the closest to the City of the manufacturer’s recommended installers. The work by Ten-8 also included additional maintenance cost for fuel pump related work. The power load cost from Stryker was $19,200.00 and the installation of the power load system plus the additional maintenance work from Ten-8 was $2,218.58 for a total cost of $21,418.58.
RECOMMENDATION: Approve.
FISCAL IMPACT: The total cost of the purchase and installation of the power-load cost fastening system was $21,418.58. Funding from the FY 2016 General Fund Budget.
