RESOLUTION - AUTHORIZATION TO SUBMIT TWO 2017 FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM (FRDAP) GRANT APPLICATIONS FOR THE DOG PARK PROJECT AND SOUTHEAST PARK PROJECT.

BACKGROUND:                     The Florida Department of Environmental Protection administers the Florida Recreation Development Assistance Program (FRDAP) grants. This grant program provides financial assistance to local governments to develop and/or acquire land for public outdoor recreational purposes. The 2017-2018 FRDAP grant cycle is open through October 28, 2016. Based on the application parameters, City staff has identified two (2) projects in which it is requesting to apply for FRDAP funding; the Dog Park construction project and Southeast Park improvement project. Both projects are included in the City’s Parks and Recreation Master Plan. The application for the Dog Park construction project would request the maximum funding allowed under FRDAP which is $200,000. The application for the Southeast Park improvement project would request grant funding in the amount of $50,000. Grant awards are contingent upon appropriation by the Florida Legislature. If approved to apply for the FRDAP grants, the City will work with RMPK Funding to complete the grant application process.

 

 

RECOMMENDATION:                     Approve.

 

 

FISCAL IMPACT:                     FRDAP match requirements are based on a tiered structure depending on the requested grant funding amount. In the case of the Dog Park, the City is requesting $200,000. As such, FRDAP requires a 50% match from the City. In the case of Southeast Park, the City is requesting $50,000. There is no City match requirement for this project. Both projects are budgeted in FY 2017. If approved, the City will have up to three (3) years from the start of the State’s fiscal year in which funds are appropriated to complete the projects.
