A RESOLUTION OF THE MARGATE COMMUNITY REDEVELOPMENT AGENCY, RECOMMENDING THAT THE MARGATE CITY COMMISSION APPROVE AMENDMENT #3 TO THE MARGATE COMMUNITY REDEVELOPMENT PLAN

Body

BACKGROUND:

The original Margate Community Redevelopment Plan was adopted by the City Commission on September 25, 1997. It has been amended twice: on December 13, 2001 and July 1, 2009.

Per Florida Statutes Chapter 163 Part III, CRA activities, programs, and expenditures must comply with the provisions of the agency's adopted Community Redevelopment Plan. In order to ensure that the MCRA's Plan addresses current needs and conditions, the agency is proposing a third amendment to the document. The Plan is being reorganized to be more "readable" by relocating several background sections to the Appendices. These include the early City history, the Findings of Necessity, CRA Plan basics, Sample Redevelopment Tools, and the section on Margate CRA activities that occurred between the first and second Plan amendments. In addition, the main body of the Plan is being modified to include the following:

* a description of activities/improvements accomplished since the 2009 Plan amendment was adopted (new)
* descriptions of current market trends and regulatory changes (new)
* an updated list of all of our planned activities, programs and projects (new)
* restatement of the plan goals and objectives (mostly unchanged from current Plan)
* a section describing safeguards to ensure that redevelopment activities follow the Plan (new)
* a Neighborhood Impact section (new)

Status updates on the Plan amendment were provided to the MCRA board at the meetings of August 23, 2016 and October 20, 2016.
