APPROVING SUBMITTAL OF TWO WATER QUALITY IMPROVEMENT PROJECTS TO THE STATE LEGISLATURE FOR STATE APPROPRIATION CONSIDERATION.

BACKGROUND:                                           In Fiscal Year 2014, the City of Margate submitted one project to the State Legislature for appropriation consideration. Phase I of the Sewer Piping Rehabilitation Project received $100,000 as part of the State’s 2014-2015 General Appropriations Act. The City submitted two water quality improvement projects in 2015 and 2016; however, these projects were included on the Governor’s veto list. In preparation for the 2017 State Legislative Session, City staff would like to resubmit the two projects submitted in 2016 for consideration from the State to fund in part or whole:

                     Sewer Piping Rehabilitation Phase II: This project is for a designated sanitary sewer basin (No. 1). The rehabilitation scope will include video survey of the entire basin piping and installation of cured-in-place pipe to repair the leaks.  In addition to the water quality protection and general environmental benefits, the cured-in-place lining of sewer pipes is a cost effective alternative to replacement.  This process eliminates roadway and private property restoration; does not inconvenience residents; and eliminates environmental impacts typical for a construction site such as noise, dust, traffic control, etc. The City is requesting funding in the amount of $400,000.

                     Lemon Tree Lake Water Quality Improvement Project: This project is for the evaluation of the water quality of the runoff from the industrial area along NW 8th Street discharging into Lemon Tree Lake; confirm the presence or absence of any pollutants in the lake sediment; identify and install engineering controls, if required, to eliminate future discharges; and develop/implement a mitigation plan to remove the polluted sediment from the lake bed, if required. This project is in correlation with the potential expansion of the lake for an improved waterfront promenade and additional storage of runoff from the new CRA developments. The funding request of $100,000 will allow for preliminary field investigations; installation of required engineering controls; and development of a mitigation plan. 

 

 

RECOMMENDATION:                     Approve.

 

 

FISCAL IMPACT:                     The Sewer Piping Rehabilitation Phase II Project is budgeted in the FY 2017 budget. If the project is not funded in part or whole by the State, the City has allocated funding in the Water and Wastewater Enterprise Fund. The Lemon Tree Lake Water Quality Improvement Project is a part of the City Center Stormwater Improvement Project which is budgeted in the FY 2017 CRA budget, in the event the project is not provided funding.
