Title

APPROVAL OF AN ORDINANCE AMENDING SECTION 3.22 OF THE CODE OF ORDINANCES ALCOHOLIC BEVERAGES (VII); PROVIDING FOR DELETION OF ALLOCATION OF LICENSES BY DISTRICTS.

Body

BACKGROUND:                     At the October 19, 2016 City Commission Workshop, the City Commission directed City staff to draft an ordinance providing for the elimination of alcoholic license allocations by district, as well as providing for revised hours of package sales on Sundays. At the first reading of the ordinance on January 18, 2017, the City Commission directed that the proposed ordinance be split into two, removing the proposed revision to Sunday sales hours.

In addition, in order to prevent over proliferation of 3APS (beer, wine, and liquor package sales only), a distance restriction was added which provides that no 3APS classification shall be located within one thousand five hundred feet (1,500) of another 3APS establishment.

RECOMMENDATION:  The item was approved at the Development Review Committee (DRC) meeting on December 13, 2016. The item appeared before the Planning and Zoning Board (P&Z) on January 3, 2017 and was approved with a 3-0 vote. Draft copies of the meeting minutes from the December 13, 2016 DRC meeting and the January 3, 2017 P&Z meeting are attached.
