BACKGROUND:                                          

The City advertised for Bid No. 2017-003 - Aerial Utility Crossing Rehabilitation for the Department of Environmental and Engineering Services (DEES).  Seven (7) bid packages for this project were provided to potential contractors.  Only one (1) bid response was received from Atlantic Painting and Sandblasting, LLC.  That bid was significantly higher than the amount budgeted for the project.

 

DEES has informed the Purchasing Division that they would like to reevaluate the scope of this project so that a rebid with revised specifications can be conducted at a future date.  Purchasing concurs with that recommendation.

 

Since reissuance of a competitive solicitation for this project is anticipated, the bid document received has not been included as background.  This is provided for in s. 119.07(2) of the Florida Statues.

 

s. 119.07(2):  If an agency rejects all bids, proposals, or replies submitted in response to a competitive solicitation and the agency concurrently provides notice of its intent to reissue the competitive solicitation, the rejected bids, proposals, or replies remain exempt from s. 119.07(1) and s. 24(a), Art. I of the State Constitution until such time as the agency provides notice of an intended decision concerning the reissued competitive solicitation or until the agency withdraws the reissued competitive solicitation. A bid, proposal, or reply is not exempt for longer than 12 months after the initial agency notice rejecting all bids, proposals, or replies.

 

 

RECOMMENDATION:                     Reject the bid with an authorization for a rebid at a future date.
