APPROVING THE ACQUISITION OF IAPRO PROFESSIONAL STANDARDS SOFTWARE TO INCLUDE BLUE TEAM FIELD SUPPORT SERVICES SOFTWARE, AS A SOLE SOURCE DISTRIBUTOR AND PROVIDER; FOR THE MARGATE POLICE DEPARTMENT WITH FUNDING FROM THE LAW ENFORCEMENT TRUST FUND IN AN AMOUNT NOT TO EXCEED $11,500.00.

BACKGROUND:

The current USA software initially acquired in 1998 has been utilized exclusively for the purpose of the records and data management system for all Internal Affairs files, disciplinary records, Early Warning System and Use of Force data tracking.  Since the acquisition of the USA software, the system has remained virtually unchanged, with minimal modifications to account for substantial advances in police technology, specifically related to more modern data driven policing methods.  The USA Software system is outdated in terms of its usefulness and reliability for the Departments’ needs. Additionally, it does not promote or support the file cohesion that newer and more contemporary software platforms offer. The IAPro software will provide efficient and enhanced police services to support law enforcement activities.

 

There is a need to purchase the Windows Server License to host this software at a cost of $606.00 which is included in the acquisition of this software.  It should be noted that we are declining the option of the off-site data migration at a cost of $8,000.00. The total cost for this acquisition is $11,500.00.

 

There will be a recurring annual maintenance commencing the 2nd year of ownership of this software.

 

Due to the law enforcement need for this equipment, and absent appropriate budgetary funds, I am respectfully requesting to fund this acquisition, not to exceed $11,500, via the Law Enforcement Trust Fund Account.  This acquisition is an appropriate expenditure under permissible uses of equitable shared funds that is necessary to perform official law enforcement duties.
