APPROVAL OF AIR CONDITIONING REPLACEMENT PROPOSAL

BACKGROUND: The CRA building is currently served by a 3.5 ton and 5 ton rooftop air conditioning units which are 15 and 20 years old. In particular, the smaller unit is in poor condition, with a rusted out base which may be contributing to water intrusion issues at the building. Although the units are functioning properly, inspections by A/C contractors and by the Public Works personnel responsible for maintaining the units have all resulted in the recommendation to replace both units. Furthermore, if the CRA decides to proceed with a full roof replacement, it would be necessary to remove and re-install the units according to current code. It is almost certain that due to the age and condition of the units, they could not survive this removal and re-installation. If, however, it is decided to waterproof, rather than replace, the existing roof, then it's possible that the larger 5 ton unit could continue to operate and not be replaced at this time.
Three quotes have been received for the removal and replacement of both units (two out of the three companies are based in Margate):
Marcool Air Conditioning & Heating $9,750.00 Tempstar 4 and 5 ton
Evans Air, LLC $11,400.00 Carrier 3.5 and 5 ton
The A/C Guy, Inc. $14,978.00. Rheem 3.5 and 5 ton
The Marcool proposal offers a 5 year compressor, parts and labor warranty, which matches or exceeds that offered by the other suppliers. In the event only the smaller (3.5 ton) unit is replaced by a 4 ton unit at this time, Marcool's cost will be $5,075.00.
RECOMMENDATION: Approve the quote for the replacement of two, rooftop A/C units and authorize the Executive Director to enter into a contract for $9,750.00 with Marcool Air Conditioning & Heating, plus an additional 10% contingency ($975.00).
