RESOLUTION - WAIVING OF BIDDING AND APPROVING THE DISCOUNTED PURCHASE OF REPLACEMENT FIELD TURF FOR FIREFIGHTERS PARK SOCCER RINK BY FIELDTURF USA, INC., NOT TO EXCEED $87,000.

BACKGROUND: We are experiencing separation issues with our current artificial turf at Firefighters Park Soccer Rink. An inspection was conducted by park staff, and Laura Pastore, Risk Manager, to determine if it is safe to play soccer on, and it is was determined that the facility would need to be closed until we can rectify the issue. Our Field Turf representative made repairs to the turf under warranty; however we are at the end of life on this turf. The City is now responsible for all future repairs which could result in multiple field closures throughout the year. Since we experienced these issues under warranty the manufacturer is offering the City of Margate a replacement of the turf at a discount. This is a revenue producing facility through paid permits issued seven (7) days a week, and this facility has generated the following in revenues:
FY2012: $8,000 (est. revenue, account was combined with field rentals)
FY2013: $13,866 actual
FY2014: $26,098 actual
FY2015: $25,535 actual
FY2016: $17,095 actual
FY2017: $8,100 (YTD Revenues)
Total: $98,694
