BACKGROUND: Recently, BSO Logistics Warehouse has been unable to provide certain EMS supplies including opioid overdose counteracting supplies that are crucial to EMS operations. The logistics warehouse was intended as the primary supplier of the City's EMS supplies. As a result, the City has Resolution No. 12-393 in place related to our relationship with the BSO Logistics Warehouse.

Additionally, Dania Pharmacy can no longer supply the narcotic drugs needed for EMS operations. As a result of these inadequate supply sources, the Fire Department has been using Henry Schein/Matrx Medical as an alternate source of supply for items not available from the logistics warehouse or Dania Pharmacy. Purchasing supplied the Fire Department with documentation for two existing governmental contracts held by Henry Schein/Matrx Medical for EMS supplies; but the specific items on those contracts do not cover all that the Fire Department purchases from the vendor.

It has therefore become necessary to seek a resolution approving waiving of bidding to use Henry Schein/Matrix Medical for supplies as needed only when the BSO Logistics Warehouse is unable to provide the needed supply, enabling us to use Henry Schein/Matrx Medical as an alternate source of supply in excess of established Purchasing thresholds without a competitive process.

RECOMMENDATION: Approve.
