APPROVING A REQUEST FROM ROADWAY CONSTRUCTION LLC FOR USE OF CRA-OWNED PROPERTY AT 5717-5721 PARK DRIVE OR 1423 N. STATE ROAD 7 FROM MAY 11, 2017 THROUGH SEPTEMBER 30, 2018 FOR TEMPORARY CONSTRUCTION STAGING AREA

BACKGROUND: Roadway Construction, LLC, the contractor selected by DEE’s for the 2017 Water Main Replacement project for the City of Margate is requesting use of one of the vacant CRA properties located at 1) 1423 State Road 7 OR 2) 5717-5721 Park Drive as a temporary construction staging area from May 11, 2017 through September 30, 2018. Construction equipment and materials will be stored on the site while the project is underway. The property will be fenced, screened during use and restored to preconstruction conditions upon completion of the project.
Since the request is for a long-term period, staff is recommending the Park Drive property in lieu of 1423 State Road 7 due to visibility, traffic and accessibility. Although the MCRA would be justified in asking the contractor for a nominal fee, it is recommended to waive any cost since this is a City project.
The Agreement includes language holding the City/CRA and its agents harmless, and the required certification of insurance will be provided prior to use.
RECOMMENDATION: Recommend approval of a Temporary Use Agreement with Roadway Construction, LLC for 5717-5721 Park Drive as a construction staging area.
