A RESOLUTION OF THE MARGATE COMMUNITY REDEVELOPMENT AGENCY ("MCRA"), AMENDING RESOLUTION NO. 522 AND DESIGNATING ______________________, AS THE CONTRACTURAL EXECUTIVE DIRECTOR OF THE MCRA, KIMBERLY VAZQUEZ, AS DESIGNEE IN THE ABSENCE OF __________________________, AND THE MARGATE CITY MANAGER AS DESIGNEE IN THE ABSENCE OF BOTH __________________________ AND KIMBERLY VAZQUEZ; PROVIDING FOR A COMMENCEMENT DATE FOR THE DESIGNATIONS CONTAINED HEREIN; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND: Pursuant to the MCRA Bylaws, "The MCRA Board shall designate an Executive Director of the MCRA to administer its business and operations."
As the Board was notified at the prior two CRA Board meetings, the MCRA's contracted administrator (Redevelopment Management Associates-RMA) is seeking the Board's direction to replace the outgoing Director, and has hired a qualified candidate to serve in that capacity.
Under the Master Consultant and Management Agreement with RMA, the MCRA Executive Director and staff are supported by the depth, collective knowledge, experience and expertise of RMA including its principals.
At its last meeting, the MCRA appointed an Interim Executive Director. Instead of the Interim Executive Director, the attached resolution appoints a professional of the Board's choosing as Executive Director, in their absence Ms. Kim Vazquez, and in her absence the City Manager.
RECOMMENDATION: Seek Board direction regarding appointment of an Executive Director. Resolution attached if action desired.
FISCAL IMPACT: Funding is allocated in 140-0510-512-31 75 - CRA Management Services; MCRA staff compensation, which is governed by MCRA's services agreement with RMA, remains unchanged. That 5-year agreement, reached in 2015, provides for professional management staffing services including an Executive Director.
