RESOLUTION - APPROVING THE ACQUISITION OF NECESSARY SUPPLIES AND SERVICES TO COMPLY WITH THE FEDERAL BUREAU OF INVESTIGATIONS (FBI) CRIMINAL JUSTICE INFORMATION SYSTEM (CJIS) SECURITY MANDATES FOR THE MARGATE POLICE DEPARTMENT'S COMPUTER TECHNOLOGY SECURITY SYSTEM, WITH THE ACQUISITION BEING FUNDED FROM THE LAW ENFORCEMENT TRUST FUND.

BACKGROUND:
The FBI CJIS Security Policy (Version 5.4) requires mandatory controls to protect the full lifecycle of Criminal Justice Information (CJI), which includes State and Federal teletype computer systems. The controls encompass the creation, viewing, modifications, transmission, dissemination, storage and destruction of CJI through the aforementioned policy.
Summary of anticipated supplies and services:
1. Sophos SafeGuard Easy used to encrypt and secure CJIS data on laptop hard drives will be acquired from CDWG utilizing Florida NVP contract number 43233203-NASPO-16-ACS-SVAR at a cost of $4788.00 as per the attached proposal.
2. Dell Server to store CJIS data in a criminal justice environment only, not to be co-mingled with City data, will be acquired from CDWG utilizing state contract number 43211500-WSCA-15-ACS at a cost of $9,854.00 as per attached proposal.
3. Related network installation services for the above server will be performed by the IT approved network maintenance provider Advantage Networking, Inc. at an estimated cost $4,250.00 as per the attached proposal.
Due to the law enforcement need for this equipment, and absent appropriate funds, I am respectfully requesting to fund this acquisition via the Law Enforcement Trust Fund Account.
This acquisition is an appropriate expenditure under permissible usages of equitable shared funds that are necessary to form official law enforcement operations.
