CONSIDERATION OF BID FOR COPANS ROAD MEDIAN IMPROVEMENT PROJECT

BACKGROUND:  The subject project entails the irrigation, landscape and hardscape of approximately 5,800 linear feet of medians on Copans Road, between US 441 and Hammocks Blvd.  The Invitation to Bid for this project was authorized on April 19, 2017, with a deadline for receipt of sealed bids on May 18th.  Seven contractors obtained bid documents from the CRA; however, only one contractor, Arazoza Brothers Corporation submitted a bid by the deadline.  This bid is summarized as follows:

 

                     Total Cost of Base Bid                                                               $431,456.00

                     Contingency (10% of Base Bid)                                          $  43,145.60

                     Permit Fees                                                                                    $  12,950.00

                     Grand Total for All Items                                          $487,551.60

 

The current budget for this project is $350,000.  The Engineer’s Opinion of Probable Cost estimated the project at $362.974.50 (excluding contingency and permit fees).  It is apparent that the cost of many of the line items in the bid substantially exceeds the Engineer’s estimate and comparable costs on the recently completed Coconut Creek Parkway Improvements project.

 

There are three alternative actions that can be taken at this time:

1.                     Accept the bid as submitted and proceed to contract.

2.                     Reject the bid and rebid the project.

3.                     Negotiate with the bidder for a reduced price.

 

RECOMMENDATION:  It is recommended that the Board authorize Staff to negotiate a reduced price for the contract and report back to the Board the results of this negotiation.

 

FISCAL IMPACT:  To be determined - Allocation of funds in the current budget is $350,000 - 340-0510-512.68-98 Copans Road Median Project.
