RECYCLEBANK RECYCLING REWARDS PROGRAM.

BACKGROUND: In November 2015, with the award of the current exclusive garbage and recycling collection franchise, the existing Recyclebank recycling rewards program was expanded to eligible multifamily households. However, the City Commission expressed concerns regarding the program’s subscription rate of 20.3 % and desired to re-evaluate the participation rate after the launch to determine whether to continue offering the program or to cancel. The new program launched in August 2016 and, despite the City’s efforts to promote the program, the subscription rate has only marginally increased to 21.4% as of April 2017.

 

RECOMMENDATION: Provide Waste Management with 60-day notice, as provided in the contract, to cancel the Recyclebank recycling rewards program starting in Fiscal Year 2018.

 

FISCAL IMPACT: Reduction of curbside residential and multifamily recycling rates (Fiscal Year 2017 rate - $0.47 per unit per month).
