BACKGROUND:                     The City of Margate has completed its end of year Consolidated Annual Performance Evaluation Report (CAPER) for fiscal year 2016, as required by the U.S. Department of Housing and Urban Development (HUD) under 24 CFR Part 91. The CAPER assesses the City’s performance for fiscal year 2016 relative to the expenditure of funds provided by the Department of Housing and Urban Development (HUD), as well as other public and private funding sources. Per federal regulations, the FY-2016 CAPER must be submitted to HUD within 90 days of the close of the previous fiscal year.

The City’s 2016 CAPER reflects that the City of Margate did not undertake activities during the 2016 program year because of the criminal investigation of the housing grant program. City staff is finalizing an Interlocal Agreement with Broward County to administer the City’s CDBG program in order to bring the City’s program into compliance with CDBG timeliness expenditure requirements. This Agreement will be brought forward to the City Commission for consideration on an upcoming agenda. 

RECOMMENDATION:                     For approval.
