RESOLUTION - AWARDING REQUEST FOR QUALIFICATIONS (RFQ) 2017-017 TO CAROLLO ENGINEERS; APPROVING AN AGREEMENT WITH CAROLLO ENGINEERS FOR THE DESIGN SERVICES FOR WASTEWATER TREATMENT PLANT UPGRADE ENGINEERING; PROVIDING FOR AN EFFECTIVE DATE.
BACKGROUND:
On August 23, 2017, the City Commission authorized negotiations with Carollo Engineers by means of Resolution No. 17-099 for Design Services for the Wastewater Treatment Plant (WWTP) Upgrade Engineering. The engineering services required under this agreement will upgrade capacity of the East WWTP from 2.2 million gallons/day (mgd) to 4.0 mgd. This proposed project is the first of the several phases required to allow for planning and construction phasing of the proposed replacement of the West WWTP’s Rotating Biological Contactors (RBC’s) scheduled for year 2021. Upon construction completion of this first phase of the project, a portion of sewage flows from the West WWTP will be diverted to the East WWTP to facilitate shutdown of portions of the RBC treatment trains, which in turn will allow for construction phasing along with maintaining the needed treatment capacity.
