RESOLUTION - AUTHORIZING THE ADMINISTRATION TO NEGOTIATE CONTINUING SERVICES AGREEMENTS WITH THE TOP FIVE RANKED ENGINEERING FIRMS, (1) HAZEN AND SAWYER, P.C., (2) CAROLLO ENGINEERS, INC., (3) CHEN-MOORE & ASSOCIATES, INC., (4) ECKLER ENGINEERING, INC., AND (5) CRAIG A. SMITH & ASSOCIATES, INC. FOR REQUEST FOR QUALIFICATIONS (RFQ) 2018-009 - WATER AND WASTEWATER ENGINEERING SERVICES; PROVIDING FOR AN EFFECTIVE DATE.
BACKGROUND: The City advertised Request for Qualifications (RFQ) No. 2018-009 and distributed qualifications packets to thirty-two parties. Eight firms submitted their qualifications for consideration, and of those, six were shortlisted by the Selection and Evaluation Committee (SEC) for interviews and subsequently final ranked. The results of the SEC’s final ranking of the shortlisted firms are shown below.

The SEC recommends that the City Commission authorize negotiations for continuing services agreements with the top five firms for a period not to exceed five years per agreement. If approved for negotiations, the administration will present the negotiated agreements to the City Commission for further action, up to and including award of the agreements.
RECOMMENDATION: Authorize negotiations with the top five ranked firms
FISCAL IMPACT: Based upon available budgeted funds in Water/Wastewater Renewal and Replacement Fund (461) for various projects.
