BACKGROUND: The Broward MPO and FDOT are collaborating with the cities of Margate, Coral Springs, and Coconut Creek to provide bicycle and mobility improvements in the Turtle Creek area. Proposed improvements in Margate would be located along NW 54th Ave, NW 31st St, and SW 62nd Ave, between West Sample Road and North Bay Drive, not including improvements to the intersection with N State Road 7. The purpose of this resolution is to authorize MPO and FDOT to make the improvements to City owned roads and to determine the scope of work for the project. Possible improvements range from sharrows to travel lane reductions with dedicated bicycle lanes.

MPO and FDOT staff made a presentation at the November 1, 2017 City Commission meeting to describe options for bicycle mobility improvements and receive direction on this project. At this meeting, the City Commission tabled the item and asked staff to reach out to adjacent neighborhoods and host a public workshop in order to inform the nearby residents of the project and find out what improvements they would prefer. Staff invited all adjacent neighborhoods and a local bicycle shop to a public workshop hosted on February 15, 2018. Three residents attended this workshop. Two residents requested that MPO and FDOT move forward with a study to analyze options for bicycle improvements. There was one resident who was unable to attend the meeting but sent an email requesting that the City opt out of the program.

The City of Coconut Creek has opted out of this program, but will be making similar improvements in the area. This program is currently funded for $533,000 for design and $4,000,000 for construction. If Margate chooses to opt out o...
