Title
ADOPTING THE CITY OF MARGATE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN FOR FISCAL YEAR 2018-2019; ACCEPTING THE ANNUAL ALLOCATION IN THE AMOUNT OF $352,928 FOR HOUSING REHABILITATION AND ADMINISTRATION; AUTHORIZING THE CITY MANAGER TO EXECUTE AND/OR SUBMIT ANY AND ALL RELATED DOCUMENTS TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT; PROVIDING FOR EFFECTIVE DATE.
Body

BACKGROUND: The City of Margate has received an annual allocation of $352,928.00 for the Community Development Block Grant (CDBG) for Fiscal Year 2018-2019. This funding will provide funding for housing rehabilitation, down payment assistance, and administration for low to moderate income (LMI) homeowners in Margate.

In the Action Plan, Broward County has provided for up to $50,000 in down payment assistance and up to $40,000 of minor home repair assistance for low-moderate income households. The foregoing amounts include project delivery costs. City staff is aware that these amounts are higher than what was approved by the City Commission in prior years. Broward County staff will be at the Commission meeting to provide further information as to their suggestion for the Commission to allocate these higher amounts.

The City's Interlocal Agreement (ILA) for administration of the City's CDBG program, provides for minor home repair to include, but not be limited to, roof, windows, doors, air conditioning, or emergency repairs. It is at the City Commission's discretion to direct the County what types of repairs (within the limits of Federal guidelines) are to be provided for with the City's CDBG funds.

The Annual Action Plan was presented to the public in a public hearing on Monday, May 21. The Annual Action Plan and the comments are attached.
