BACKGROUND: The City Commission is asked to approve the Substantial Amendments to the Community Development Block Grant (CDBG) Annual Action Plans for FY2014 and FY2015. These Annual Action Plans now have clarification of the project descriptions, annual goals and objectives. The Substantial Amendments also reallocate CDBG funds to other eligible activities including public facilities and public facility improvements. The public facilities and public facility improvements were listed in the 2015-2019 Consolidated Plan as eligible activities however funds were not allocated for these activities in the subsequent Annual Action Plans. The Substantial Amendment also clarifies how the Program Income will be allocated with the funds from these fiscal years.

The City created a Citizen Participation Plan in 2012. The Citizen Participation Plan did not fully explain how changes could be made to the Consolidated Plan or Annual Action Plans by Substantial Amendments. The Plan also required details access to the Plan, providing comments and Amendments to the Consolidated Plan, the CAPER and the Action Plan and outreach to non-English speaking residents. These details are now in the Citizen Participation Plan of May 2018.


RECOMMENDATION: Approve.


FISCAL IMPACT: $446,303.05 of FY2014 and FY2015 CDBG and Program Income will be allocated to Public Facilities.
