BACKGROUND:  Staff advertised for proposals and received nine (9) responses to RFP No. 2018-016 - Disaster Debris Management Services.  A Selection and Evaluation Committee was formed and eight (8) firms deemed to be responsive were final ranked.  Staff recommends award of standby/pre-event agreements to the top three (3) ranked firms for an initial period of five (5) years with an option to renew for an additional five (5) year period.  The proposed agreements provide for annual review in December of each year.

RECOMMENDATION:  Award the three recommended agreements

FISCAL IMPACT:                       Fiscal impact will be based upon the severity of any disaster necessitating the activation of these services.  Budgeted funds to cover such activation will be transferred into the non-departmental emergency preparedness account.
