BACKGROUND:
The City of Margate and Broward County have executed on March 11, 1980, an Agreement for Trafficways Beautification for Atlantic Blvd. West from State Road 7 to NW 81st Ave. (Exhibit 1).

Section 163.01, Florida Statutes, known as the "Florida Interlocal Cooperation Act of 1969" authorizes local governments to make the most efficient use of their powers by enabling them to cooperate with other localities on a basis of mutual advantage and thereby to provide services and facilities that would harmonize geographic, economic, population and other factors influencing the needs and developments of local communities.

The medians along Atlantic Blvd. West from State Road 7 to NW 81st Ave. are currently maintained by the City of Margate for an annual cost of $10,350. This cost does not include irrigation services, which is conducted in-house by the Parks and Recreation Department. Through the approval of an Interlocal Agreement between the City and the MCRA the MCRA will be able to oversee and cover the maintenance of medians on the subject area effective October 1, 2018.

In an effort to provide accountability and transparency on all MCRA tasks and expenditures, Staff is recommending the approval of an Interlocal Agreement between the City of Margate and the Margate Community Redevelopment Agency (Exhibit 2) for the maintenance of irrigation and landscaping associated with the medians Atlantic Blvd. West from State Road 7 to NW 81st Ave. The agreement serves both a municipal and public purpose, is consistent with and furthers the CRA's Redevelopment Plan, and is consistent with the requirements of Chapter 163, Florida Statutes.
