BACKGROUND: On July 3, 2018, the City Commission approved, by Resolution 18-072, Bid No. 2018-019 - CDBG funded Replacement of Pedestrian Crosswalk (14) and Roundabout Solar Powered LED signs to Stone Concept Miami Inc., in an amount not to exceed $314,110.00.

On Thursday, July 12, the City participated in a conference call meeting with the HUD Head Office in DC and the Miami Field Office to discuss the "Timeliness" issues with the City's CDBG funds. The details of this Crosswalk Project were presented during the meeting. Although the entire CRA District was included as a target area in the City's CDBG Consolidated and Action Plans approved by HUD, the HUD Miami office cautioned the City about using the CRA District as the project area for Low-Moderate income area projects. Upon subsequent review by City staff of the census tracts within the CRA District, it was determined that not all of the CRA District was eligible for CDBG public facilities funding including the Crosswalk Project location. Based upon the foregoing, the City is unable to fund the crosswalk project with CDBG funds and will need to reject all project bids.

The requirement from HUD was that the CDBG 2014 and 2015 program year funds were to be expended by August 2, 2018 or to be returned to HUD/Treasury. A total of $446,303.05 - including Program Income is available for "Public Facilities" projects with CDBG 2014 and 2015 program year funding.
