FOR THE TRANSPORT AND DISPOSAL OF DOMESTIC WATER AND WASTEWATER RESIDUALS FROM WATER AND WASTEWATER TREATMENT PLANT FACILITIES FOR THE DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES (DEES); PROVIDING FOR ANNUAL ADMINISTRATIVE RENEWALS, NOT TO EXCEED A PERIOD OF FIVE YEARS; PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND:  Pursuant to City Resolutions 12-368 and 16-201, the City has contracted with H & H Liquid Sludge Disposal, Inc. (H & H) for the past five years by means of a negotiated agreement for the transport and disposal of water and wastewater treatment residuals.  H & H has offered to extend the current pricing outlined below upon execution of a new agreement.  The new agreement is for an additional year with options to renew for four (4) additional years provided both parties agree. 

 

Liquid Sludge:                                          $146 per 1000 gallons

Wastewater Biosolids:                     $32.43 per cubic yard or $972.90 per load

Sludge (lime sludge):                     $16.70 per cubic yard or $334 per load

 

Staff conducted comparative research and found that a recent competitive bid awarded by the Town of Davie for the transport and disposal of Wastewater biosolids alone was awarded at a more than 26 percent higher per load rate ($1,226.10 per load) than H & H has offered to the City.  H & H has provided consistently satisfactory services to the City for many years.  Staff recommends approval of the new agreement with H & H at already established rates.                                           

 

RECOMMENDATION:  Approve execution of new agreement                     

 

 

FISCAL IMPACT: Wastewater - Estimated $250,000/yr. combined for liquid sludge and biosolids
