BACKGROUND: The City advertised Request for Qualifications (RFQ) No. 2018-012 and distributed qualifications packets to interested parties. Nine firms submitted their qualifications for consideration, and of those, six were shortlisted by the Selection and Evaluation Committee (SEC) for interviews and subsequently final ranked. The results of the SEC's final ranking of the shortlisted firms are shown below.

The SEC recommends that the City Commission authorize negotiations for continuing services agreements with the top two firms and the firm Lakdas/Yohalem Engineering, Inc. Although not ranked high overall, Lakdas/Yohalem possesses an extremely high caliber of expertise specifically related to the structural engineering discipline of civil engineering. Given that finding, and in accordance with the Final Selection criteria stipulated on page seven of the RFP document, the SEC members unanimously agree that it best meets the interests of the City to request that the City Commission...
