Title

APPROVING AN INTERLOCAL AGREEMENT BETWEEN THE MARGATE COMMUNITY REDEVELOPMENT AGENCY AND THE CITY OF MARGATE FOR MAINTENANCE OF ASSOCIATED WITH THE MEDIANS AND SWALE AREAS OF MARGATE BOULEVARD AND BRICK PAVER MAINTENANCE ALONG NW 58TH AVENUE FROM MARGATE BLVD. TO PARK DRIVE AND THE SWALE EXTENDING FROM THE NORTHEAST CORNER.

Body

BACKGROUND: Currently, the MCRA maintains the medians and swale area of Margate Boulevard from U.S. 441 to East River Drive.  However, Staff has been unable to locate an interlocal agreement between the City and the MCRA for this purpose.

Section 163.01, Florida Statutes, known as the “Florida Interlocal Cooperation Act of 1969” authorizes local governments to make the most efficient use of their powers by enabling them to cooperate with other localities on a basis of mutual advantage and thereby to provide services and facilities that would harmonize geographic, economic, population and other factors influencing the needs and developments of local communities.

In an effort to provide accountability and transparency on all MCRA tasks and expenditures, Staff is recommending the approval of an Interlocal Agreement between the City of Margate and the Margate Community Redevelopment Agency (Exhibit 1) for the maintenance of irrigation and landscaping associated with the medians and swale area of Margate Boulevard from U.S. 441 to East River Drive.   And brick paver maintenance along NW 58th Avenue from Margate Blvd. to Park Drive and the swale extending from the northeast corner approximately 120 feet. Brick paver maintenance may include pressure cleaning, sealing and repair services as needed. The agreement serves both a municipal and public purpose, is consistent with and furthers the CRA's Redevelopment Plan, and is consistent with the requirements of Chapter 163, Florida Statutes.

MCRA Staff will be presenting the proposed Interlocal Agreement to the CRA Board for consideration during the meeting of November 20, 2018.
